Synopsis of Minutes of September 23, 2014
Township Board Meeting
A Township Board Meeting of the Charter Township of Garfield was held on Tuesday, September 23, 2014, beginning at 6:00 p.m., at the Garfield Township Hall, 3848 Veterans Drive, Traverse City, Michigan.
The meeting was called to order at 6:00 p.m. and the Board transacted the following business:
- Public Comment - None
- Approved the Agenda as presented.
- Approved the Minutes from the September 9, 2014 Township Board meeting.
- Approved the Consent Calendar.
- Received the Construction Report from Jennifer Hodges of Gourdie-Fraser.
- Received the GT Metro Fire Department Report from Asst. Chief Terry Flynn.
- Received County Commissioner Christine Maxbauer’s Report regarding the Parks and Recreation Board and the proposed County Commission’s budget.
- Received the Supervisor’s Report regarding the Road Commission’s Zimmerman Road project, working with DPW on an amendment to the original agreement for the Wastewater Treatment plant, and the new phone system.
- Public Comment - None
- Other Business – Blood Law reported that the project to landscape and irrigate the traffic medians on Woodmere Avenue was nearly done.
The Meeting was adjourned at 6:33 pm.

Chuck Korn, Township Supervisor, called the Town Board Meeting to order on September 23, 2014 at 6:00 p.m. at the Garfield Township Hall, 3848 Veterans Drive, Traverse City, Michigan.

Wilson moved and Schmuckal seconded to approve the agenda as presented.

5. Reports
a. Construction Report (Gourdie-Fraser) (6:03)
Jennifer Hodges of Gourdie-Fraser reviewed her written construction update report with Board members. She continues to have conversations with the Road Commission on all projects and added that construction on LaFranier Road would begin in the spring. Problems along the Zimmerman water project with fiber optic cables caused a delay and a redefinition of the project. The portion from Heritage Estates north to North Long Lake will be done this fall and the portion from Panorama to Heritage Estates will be done in the spring within the existing right-of-way. A temporary booster station will be installed to alleviate water pressure problems in the Crown at an approximate cost of $166,500.
b. GT Metro Fire Report (6:21)
Metro Fire Assistant Chief Terry Flynn said that calls are up 7% overall. Fire prevention week will be at the beginning of October and a Metro Fire Open House will be held at Home Depot on October 4th.
c. County Commissioner’s Report (6:24)
Commissioner Christine Maxbauer reported that the county budget will recommend $1.6 million to be spent out of fund balance to balance the budget. She highlighted The Area Agency on Aging which directs seniors on certain living needs if help is needed.
d. Clerk’s Report (6:26)

e. Supervisor’s Report (6:30)
Korn said he had been busy with the Road Commission and the Zimmerman road project. The DPW is trying to work out a new agreement on the Waste Water Treatment plant and the new phone system has been installed at the township hall.
