Synopsis of Minutes of April 8, 2014
Township Board Meeting
A Township Board Meeting of the Charter Township of Garfield was held on Tuesday, April 8, 2014, beginning at 6:00 p.m., at the Garfield Township Hall, 3848 Veterans Drive, Traverse City, Michigan.
The meeting was called to order at 6:00 p.m. and the Board transacted the following business:
1. Public Comment – There was no public comment.
2. Approved Minutes from March 25, 2014, Township Board meeting.
3. Approved the Agenda as presented.
4. Approved the Consent Calendar as presented.
5. Received the Building Committee Report.
6. Received the Construction Report.
7. Received Sheriff’s Report.
8. Received County Commissioner Herb Lemcool’s report regarding the signing of the lease with the Pavilions for the PACE program, document imaging progress, and the beginning of field work on the Boardman River project.
Received County Commissioner Chris Maxbaurer’s report on making the Twin Lake swimming area safer and looking at the work necessary for a new jail.
9. Received Clerk’s report regarding the mailing of postcards to Precinct #1 residents that their polling place will be located in Firestation #12 at 2025 East Silver Lake Road North.
10. Received Supervisor’s Report regarding analyzing water tower sites to avoid an increase in water rates.
The Meeting was adjourned at 6:35 p.m.

Agostinelli moved and Featherstone seconded to approve the agenda as amended.

a. Grand Traverse Conservation District Monthly Staff Report
5. Reports
a. Building Committee Report (6:04)
Blood Law said that the committee is gathering preliminary estimates for the construction and engineering of wood frames for the two emergency exits. Featherstone suggested looking at the front entrance as well.
b. Construction Report (6:07)
Jennifer Hodges updated board members on the Pineview Sewer project and the water infrastructure.
c. Sheriff’s Report (6:09)
Deputy Marrow said that in the month of March, there were 1,636 calls for service in the Township. For the quarter, Garfield Township saw 4,711 calls for service.
d. County Commissioner’s Report (6:12)
Herb Lemcool reported that a resolution to thank Marrow for his years of service may be in order at the next meeting. A Lease agreement has been signed for the old health department building and a discussion took place on affordable housing with the Traverse City mayor and the County Administrator. The County has appointed a new medical examiner.
Chris Maxbauer thanked Gourdie Fraser for providing a free bathymetry map of North Twin Lake. The county parks committee is working to make North Twin Lake safer for swimming. Maxbauer also commented on the research going on towards the possible construction of a new jail.
e. Clerk’s Report (6:26)
Schumacher said that she will be sending notices to Precinct One voters telling them that their new polling place is the new Fire Station #12 at 2025 East Silver Lake Road N. Schmuckal questioned a check written to the Traverse Bay EDC, as well as, a tax tribunal refund to Sara Lee.
f. Supervisor’s Report (6:29)
Korn reported that many meetings were cancelled last week, but that he did work on the water tower project.

Wilson asked about a community clean up day at Silver Lake Park. Board members agreed that it was a good idea. Korn said he would work on that.
