February 26, 2014
Call Meeting to Order: Chair Racine called the meeting to order at 7:00pm at the Garfield Township Hall, 3848 Veterans Drive, Traverse City, MI 49684.
Roll Call of Commission Members:

1. Review and Approval of the Agenda – Conflict of Interest (7:00)
Nelson declared a conflict with agenda item 5a.
Uithol moved and Wilson seconded to approve the agenda as presented.

6. Business to Come Before the Commission
a. PD-2014-14 Brookside Commons PUD Extension Request (7:01)
Commissioner Nelson excused himself. The proposed project is located at N. Long Lake and Zimmerman roads. The Brookside Commons PUD was originally approved in February of 2009. Approval has remained in effect via a series of extensions authorized by the Township, with the most recent extension expiring on February 26, 2014. The applicant cited difficulty in obtaining a permit from the GTCRC due to the regulation changes required following Township approval of the PUD. Larrea said that he met with all parties involved, including the Road Commission, and feels comfortable that the permit process will move forward.
Commissioners shared concerns with yet another extension of the project.
Clark moved and Robertson seconded THAT the request by Woda Group for a one-year extension of the Brookside Commons Planned Unit Development, originally approved by the Township Board on February 26, 2009, BE GRANTED; and THAT a revised expiration date of February 26, 2015 for Special Use Permit and Report and Decision Order #2009-01, Brookside Commons, BE ESTABLISHED.

b. PD-2014-04 Planning Commission Annual Report (7:13)
Larrea said that the report gives an overview of activity by the Planning
Department in 2013. Commissioners commented on the report and discussed code enforcement and signage.
Uithol moved and Clark supported THAT the 2013 Planning Commission Annual Report, as contained in PD Report No. 2014-04 BE ACCEPTED and forwarded to the Garfield Township Board as required by Section 19(2) of the Michigan Planning Enabling Act.

c. PD 2014-15 Park and Recreation Zoning (7:19)
Larrea said that this proposal stemmed from the fact that Hickory Hills is located on A-1 Agricultural property making it effectively a non-conforming use. This report discussed the creation of a Park and Recreation District in the new Ordinance. It may only encompass two properties and owners would be contacted for further discussion. Commissioner Nelson said to be careful with proposed uses in Hickory Meadows since their Master Plan intent of that area was for quiet uses. Larrea said that this option does need to be discussed with other entities and was in the preliminary stages.
d. PD-2014-16 Master Plan Outline (7:27)
A proposed Table of Contents for a Comprehensive Plan has been provided for commentary by the commissioners. Larrea said that many recent township and county documents have been referenced and should be points of discussion throughout the process. Sub-Area Plans and Corridor Plans were discussed among the commissioners and all agreed that those would be an important focus. How much commercial development is allowed in areas such as Long Lake and Zimmerman was also discussed. Larrea would like to guide commissioners through the Master Plan process one element at a time.

Judith Danford commented on the Brookside Commons development and asked for clarification of the extension time length and plans for the proposed road.
