Parks and Recreation Commission Regular Meeting
February 4, 2014
Call Meeting to Order: Chair Kroupa called the meeting to order at approximately 4:30pm at the Garfield Township Hall, 3848 Veterans Drive, Traverse City MI 49684.
Roll Call of Commission Members:
Present: Valarie Handy, Dale Majerczyk, Alisa Kroupa, Fern Spence
Absent and Excused: Chris Remy
Staff Present: Brian VanDenBrand, Ben Purdy (Grand Traverse Conservation District), Wendy Werner (GTCD)
1. Review and Approval of the Agenda – Conflict of Interest
No conflict of interest was noted. VanDenBrand asked to add an agenda item regarding current development projects as Item 4.I. Handy moved THAT the agenda be amended as requested, and approved as amended. Majerczyk seconded the motion and the motion carried unanimously.
2. Minutes
Majerczyk moved THAT the January 7, 2014 minutes be adopted as presented. Handy seconded the motion and the motion carried unanimously.
3. Correspondence

4. Commissioner Reports
Kroupa said that she had attended the annual MRPA conference and attended a conference on trail towns and water trails. Kroupa also commented on the amount of snow at the Silver Lake Recreation Area.
5. Business to Come Before the Commission
a. Ongoing Project Updates
Staff provided a status update of ongoing projects, including the Hickory Hills master plan, Miller Creek Nature Reserve acquisition, and status of unsafe tree removal at the Commons.
b. 2013 Parks and Recreation Commission Annual Report
The Commission reviewed and forwarded to the Township Board the 2013 annual report, a description of activities and accomplishments over the year.
c. Grand Traverse Commons
Ben Purdy said that he was still waiting on updated pricing from Schillenger Forestry but that the scope of the tree removal project had shifted from logging infected ash (due to loss of value of this wood) to removal of dangerous trees near pathways.
d. YMCA to West High School trail corridor discussion
VanDenBrand said that efforts to work this trail into ongoing land development proposals continued but there was not much of an update at this time.
e. 2014 Michigan Natural Resources Trust Fund Discussion
VanDenBrand said that the project evaluation criteria for the 2014 MNRTF cycle focused on trail and trailhead development. The Commission discussed “low hanging fruit” that could be funded through a trust fund grant, potentially acquisition of a particular property adjacent to the Miller Creek Nature Reserve which was identified on the acquisition plan. Staff directed to get in touch with the property owner to discuss a possible purchase option/agreement.
